Warden Griggs is both the psychologist and overseer of the Kersch Ice Prison.
In 2018 CE, Griggs' only inmate was the infamous biochemist Rubin Zellar; Zellar is able to free himself and assume Griggs' identity, after ridding himself of the handful of guards left behind. He transmits a distress signal that seaQuest DSV 4600 intercepts, as the ship happens to be in the area to study the effects of global warming near the Mackenzie Shelf.
Zellar grafts Griggs' fingerprints in order to pass security screenings, and successfully claims that his hands were damaged by frostbite upon encountering Commander Jonathan Ford aboard a sea launch. Zellar uses Griggs' body, confined into a cryogenic chamber, to smuggle a toxin aboard seaQuest while presenting the body as that of Zellar (DSV: "Games").
