Youth (1969 CE)
In his youth, Noyce skipped school during the 9th grade so that he could attend Woodstock. Making his way there, he hitchhiked and met Andrea Dre, who drove him to Woodstock. They would establish a friendship through the decades, as they would both become involved with the UEO (DSV: "The Last Lap of Luxury").
Service as UEO Admiral (2017―2019 CE)
Noyce often seen communicating via vidlink from his office or other locales in Pearl Harbor. He holds a high-ranking position within the UEO (United Earth/Oceans Organization). The UEO was established to manage the New Peace following the collapse of the U.N. and the subsequent division of the world into economic confederations. Noyce serves as the Chief of Naval Operations Command and is also the Secretary General of the UEO, which suggests he is one of the leaders of this new world.
Noyce has a long-standing friendship with Captain Nathan Bridger, with whom he served in the Navy. Noyce brings up the idea of the seaQuest, a research vessel designed by Bridger, as a way to lure his old friend. Noyce seems to be behind Bridger's reassignment to the seaQuest, owing to the fact that Bridger has rapport with the greater scientific community but is able to engage in military operations when necessary. He is also aware of Bridger's emotional struggles, especially the loss of his wife and son.
Noyce is presented as a complex character with conflicting loyalties, often pushing his own agenda. He is a career naval officer who uses his military mindset to achieve his goals, despite his UEO position. He is personally motivated and strongly believes in a powerful naval fleet. He is willing to use naval power for his own purposes, regardless of the consequences. He also seems to genuinely respect Bridger and his skills, particularly his talent for deep-sea exploration, even though he may not see eye-to-eye with Bridger.
Before the UEO, Noyce served in the Navy and was the youngest Executive Officer to graduate from the academy. He and Bridger were close, and Bridger notes that Noyce designed some tubes on the bridge, calling it “Bridger’s Folly”. Noyce seems to have been the one who brought Commander Jonathan Ford to seaQuest under the UEO. He also recruits Manilow Crocker as seaQuest's security chief, even though Crocker was about to retire (DSV: "To Be or Not to Be").
Noyce has a working relationship with Secretary General Andrea Dre, his superior within the UEO. It appears they have a long-standing familiarity with each other's backgrounds. However, their relationship becomes strained and they clash. They eventually come into direct conflict when Dre attempts to impose martial law, and she is eventually arrested for treason after Noyce and the seaQuest crew expose her (DSV: "The Last Lap of Luxury").
