William "Bill" Noyce (born circa 1954-55 CE) is the Admiral responsible for overseeing seaQuest DSV 4600<nowiki/>'s refit following the creation of the United Earth/Oceans Organization (UEO), later becoming the UEO's second Secretary General in 2019 CE.

Serving his life in the Navy for nearly three decades, his career included stints in the United States Navy and, subsequently, Nor-Pac. His relationship with Captain Nathan Bridger dates back to 1983 CE and is a family friend, having known Carol Bridger and their son, Robert Bridger. It is implied that Noyce kept tabs on Nathan Bridger following Robert's death and Nathan's subsequent retirement from the service during seaQuest DSV 4600<nowiki/>'s initial construction circa 2012 CE. Noyce goes to great lengths to secure Bridger's buy-in to assume command of seaQuest, resorting to some underhanded tactics (such as "stealing" Darwin and bringing the dolphin to seaQuest) and ordering Jonathan Ford to appear as "everything a commander shouldn't" To Be or Not to Be.

Noyce has children To Be or Not to Be and is married to Janet Treasure of the Mind, with an affinity for hockey The Devil's Window and the music of The Who The Last Lap of Luxury.

Youth (1969 CE)
In his youth, Noyce skipped school during the 9th grade so that he could attend Woodstock. Making his way there, he hitchhiked and met Andrea Dre, who drove him to Woodstock. They would establish a friendship through the decades, as they would both become involved with the UEO The Last Lap of Luxury.

Service as UEO Admiral (2017―2019 CE)
Noyce often seen communicating via vidlink from his office or other locales in Pearl Harbor. He holds a high-ranking position within the UEO (United Earth/Oceans Organization). The UEO was established to manage the New Peace following the collapse of the U.N. and the subsequent division of the world into economic confederations. Noyce serves as the Chief of Naval Operations Command and is also the Secretary General of the UEO, which suggests he is one of the leaders of this new world.

Noyce has a long-standing friendship with Captain Nathan Bridger, with whom he served in the Navy. Noyce brings up the idea of the seaQuest, a research vessel designed by Bridger, as a way to lure his old friend. Noyce seems to be behind Bridger's reassignment to the seaQuest, owing to the fact that Bridger has rapport with the greater scientific community but is able to engage in military operations when necessary. He is also aware of Bridger's emotional struggles, especially the loss of his wife and son.

Noyce is presented as a complex character with conflicting loyalties, often pushing his own agenda. He is a career naval officer who uses his military mindset to achieve his goals, despite his UEO position. He is personally motivated and strongly believes in a powerful naval fleet. He is willing to use naval power for his own purposes, regardless of the consequences. He also seems to genuinely respect Bridger and his skills, particularly his talent for deep-sea exploration, even though he may not see eye-to-eye with Bridger.

Before the UEO, Noyce served in the Navy and was the youngest Executive Officer to graduate from the academy. He and Bridger were close, and Bridger notes that Noyce designed some tubes on the bridge, calling it “Bridger’s Folly”. Noyce seems to have been the one who brought Commander Jonathan Ford to seaQuest under the UEO. He also recruits Manilow Crocker as seaQuest<nowiki/>'s security chief, even though Crocker was about to retire To Be or Not to Be.

Noyce has a working relationship with Secretary General Andrea Dre, his superior within the UEO. It appears they have a long-standing familiarity with each other's backgrounds. However, their relationship becomes strained and they clash. They eventually come into direct conflict when Dre attempts to impose martial law, and she is eventually arrested for treason after Noyce and the seaQuest crew expose her The Last Lap of Luxury.

Service as Secretary General (2019―2021 CE)
Following his appointment as UEO's second Secretary General, he oversees UEO trials for a new one-person submersible craft The Stinger and comes to conflict with Bridger over a submarine filled with kids fleeing death squads from the Amazonian Confederation The Good Death. He is present during the World Power crisis, operating from the UEO's emergency center Higher Power.

Sometime later, he is succeeded by Arthur McGath, but remains attached to the UEO as an advisor The Sincerest Form of Flattery. Many of his previous interactions with seaQuest DSV 4600-II are assumed by his successor, General Francis Thomas Daggers.

Hydropressure aquedeucts, also known as "Bridger's Folly," are a hydropressure system designed by Nathan Bridger ultimately used to power undersea colonies. Prior to its widespread use, this unique design feature is implemented on seaQuest DSV 4600 and 4600-II. This design facilitates complete access for the dolphin, Darwin, throughout the vessel, with windowed view ports from the ducts (also called "swim tubes") into corridors and compartments, such as mammal engineering.

The concept was originally part of seaQuest<nowiki/>'s design, with the intention of fully integrating a Navy-trained dolphin into the ship's crew. It is implied that the tubes were integrated into seaQuest DSV 4600 during the 2018 UEO refit following the Livingston Trench Incident To Be or Not to Be.

The 4600-II features even further integration of these aqueducts, with Darwin now having access to the Captain's Quarters Daggers.

Implementation
The primary design element of Bridger's Folly is a network of tubes and passageways that allow Darwin movement throughout seaQuest. This contrasts sharply with the typical layout of a submarine, which prioritizes controlled access for safety and security. The purpose of this design is to integrate a Navy-trained dolphin as a functional member of the crew, allowing the creature the ability to participate in the ship's missions.

In its implementation, the system includes sensors that feed data to the vocoder designed by Lucas Wolenczak that translates Darwin's vocalizations into human language, facilitating communication with the human crew. The vocoder system, along with the design of the passageways, allows Darwin to effectively engage with the human crew and participate in ship operations To Be or Not to Be.

"Bridger's Folly"
Admiral William Noyce remarks on the design upon seeing that Darwin has full access to the ship and refers to it as "Bridger's Folly." The term "Bridger's Folly" itself suggests that this design is not only unconventional but also potentially impractical or ill-advised. This design challenges traditional notions of a military vessel and raises questions about the relationship between humans and animals, especially in a military context.

Upon recovering seaQuest DSV 4600-II in 2032 CE, Captain Oliver Hudson remarks that the tubes that run throughout the ship are nonsensical, while contrasting their use throughout undersea colonies, such as Nexus, as a source of power. Hudson offhandedly notes that Bridger's design patent would likely have made Bridger a rich man during his 10 year absence, prompting both to realize they had their way into Nexus, with a team forcing President Alexander Bourne .
A hyper reality probe is a mobile undersea instrument capable of precise control, allowing a human to control its operation and appendages. Its silhouette is that of a four-legged domestic creature, akin to a canine or feline. It is often used when W.S.K.R.S. are insufficient.

At its spheroid head are various lenses , optimized for undersea visual acuity at the expense of above surface visualization Treasure of the Mind. The probe's digits are capable of tactile movement of obstacles and handling of loose objects for retrieval To Be or Not to Be.
A hyper reality probe was integrated into seaQuest DSV 4600<nowiki/>'s scientific package. The engineering station of seaQuest<nowiki/>'s bridge, where the operator dons a specific set of head and eye wear, in addition to a pair of control gloves with a spheroid ball under each palm To Be or Not to Be.

The probe has lights to aid in sight; in one case, the light from the probe is used to attract a level 10 biologic and lead it away from seaQuest Treasures of the Tonga Trench.
The bridge is the nerve center of a large vessel, where the captain issues their instructions to crew who operate stations with key specialities.

In the case of seaQuest DSV 4600 and its successor, 4600-II, the bridge is located at the "head" of the submarine, accessible by two secure hatches at the aft, one port and one starboard.

As with both 4600s, a "dolphin dome" at the bridge's center rear allows Darwin access to the bridge via hydropressure aqueducts, which can also be used in emergency situations for other purposes.

The bridge of 4600 is laid out with the navigation plotter at its center, with consoles surrounding it in a horseshoe pattern. Upper platforms to the port and starboard of the plotter feature consoles for tactical systems, communications, and W.S.K.R.S. A sunken fore area features two forward seated stations handle steering, while forward consoles handle other ship functions. A larger screen at the center fore bulkhead is typically used to show important information, such as information from W.S.K.R.S., and is flanked by two slightly smaller screens, and can be configured to show any kind of information needed.

The engineer's console is placed nearest to the starboard bridge entrance, next to which the Captain's Chair and smaller console is installed.
At the center of the bridge, the navigation plotter station is an interactive, dome-shaped digital screen that allows the commanding officer to visually chart a course.

A stylus interacts with the screen, allowing courses to be drawn akin to grease pencil on a board, but in a digital manner To Be or Not to Be.
Located in the bridge's port nook, the station is oriented aft of the nook and controls all internal and external communications.

Satellite communications are routed through the communications station, which oversees and controls uplinks and downlinks fed from antennas, either routed through communications buoys or through integrated satellite receivers, depending on sea conditions To Be or Not to Be.

seaQuest features a minimum of four satellite uplinks that are routed through Nor-Pac satellites To Be or Not to Be.

W.S.K.R.S/Sensors
Located in the bridge's starboard nook, the W.S.K.R.S./sensor station is oriented to the fore of the nook, and commands the ship's scanning capabilities. It is often manned by a sensor chief. The station is designed to command and oversee three W.S.K.R.S., in addition to sonar and other sensing systems To Be or Not to Be.
It is also outfitted to control the hyper reality probe To Be or Not to Be.
